I have reason to believe that the Inspector General of the Royal Irish Constabulary would be only too willing to assist in the loan of an officer to this Government, and I am quite certain that if Sir Andrew Reed sees his way to acceding to the request of this Government if made, The Colony will obtain the services of a thoroughly capable Police officer who cannot fail even in the short space of a year to carry out various improvements in the Force.
If His Excellency the Governor should favourably entertain my proposal, then I beg to suggest the name of Mr Wynne, Inspector in the Royal Irish Constabulary, a District Officer, with whom I became acquainted when I was attached to that Force during my recent visit to England. He is an officer for whose ability and discretion I have a very high opinion, and he would be in every respect a suitable officer for the post if he should be willing to undertake it.
Such an officer would have to be provided with a first-class passage out and back. By cargo or otherwise, I think a passage out could be purchased for about £50. The officer should also have £10 allowed him to purchase an outfit of tropical clothing for the voyage. He should draw the half-pay of the office which he is coming to fill from the date of his embarkation. He should also be allowed travelling expenses from Ireland to the port of embarkation.
